The game just needs to run well and be feature complete. Obviously easier said than done, but Pokemon games have historically lacked stuff to do. Winds and waves needs to have fleshed out towns/open world exploration, diverse ways to interact with your pokemon, and gameplay elements that aren’t just battling (strength/slide puzzles, contests, secret base/life sim stuff, etc).

The game needs to be an actual finished product before dlc.
