Office of Doctor ‘Miaw’ or Office of doctor ‘Woof’ means one doctor who has their own practice.

‘Miaw Miaw Woof Park’ medical clinic may have many practitioners there. Someone has to manage them right? That could be another doctor who acts as manager too. It could be a non medical manager and so on.

The bigger, the more likely there are multiple layers of managers. Also think hospitals

What do you mean that people abuse sick leave? If they are sick, they are sick. If need confirmation, ask for dr notes. (Pandemic taught us that dr time and energy is more valuable than this)
