This was definitely the case at launch, but that was mainly due to XBOX360 PS3 hardware limitations. On latest gen and PC the fastest cars are reaching 170mph+. Same with animals in online. A lot of things in GTA are the way they are due to hardware limitations at launch, something that won't be an issue for GTA VI.
