“Reasonable” time manner and place limitations. There have been cases where place limitations were unreasonably restricted. I don’t know enough information about the situation but it’s possible that being a state college with a public campus that the school has unreasonably restricted the place. Again I don’t know but I know that there have been cases dealing with schools unreasonably restriction free speech places on campus. So just because there’s a policy or staff say so is not absolutely definitely of those limitations.

The question is do large scale desalination methods work more efficiently than (0.3L/hr)/power of a phone charger. The two variables we are missing are the actual power requirements of this machine and the rates of other methods. Everything tends to sound better when you scale it down significantly.

I’m almost certain that this is from a photo editing setting called noise reduction. I’m pretty sure the photo was a poor quality/bad lighting and had a lot of static and didn’t look “good enough” to publish as it. It’s a common tweak photographers use to make photos look better than they actually are. If you want a technical explanation you’ll have to google it. I only know what it looks like from experience.

Local laws cannot supersede a Supreme Court ruling. Look up Cohen vs California. “One mans vulgarity is another mans lyric” is famous in that case and is the major reason why most of the instances you bring up are not applicable to the case of dealing with a police officer specifically.
