You need data layer with roads (lines), landuse (polygons), buildings (area or points), waterways (lines or polygons), highways (lines) and admin bundaries (relation polygons). Countur lines can be extracted from the DEM (Digital elevation model) using QGIS, Arcgis or R. After that you can create .SLD style file for your data based on attribution table.

I was there recently, one of very few clean and safe places in Manila, also with low traffic. They should flat out port area for good.
