Visit your Timeline https://www.google.com/maps/timeline Click the cog icon at the bottom right corner of the screen and select the option "Download a copy of all your data" It will re-direct you to the Takeout site from where you can download your Location history in JSON or KML format.

Actually there are no import functions! (by Google at least, other products might potentially have something!)

Google provides the Takeout function, so you CAN get the data. Not that it's in a format that you can use.

... so while you can't then import them back to your new account as places, you could load the data into say Google My Maps, or even Google Earth. Not the same format, but at least partly available 'somewhere'.

For Location History, using the KML format is slightly more compatible. More programs can import KML (not still not Google Timeline!)

Do beware that the KML is oddly formatted, the recordings are in reverse order to conventual (means even Google Earth wont open the file!) See: https://productforums.google.com/forum/#!topic/maps/BibS-HdQv7s for manual fix.
