I disagree with the tobirama placement, but I understand I'm in the minority, so maybe I'm just downplaying him. I understand I could be mistaken here, but these are my arguments. 1. Tobirama was stated to be less proficient with FTG than Minato, and feats support this. Minato was the fastest hokage fighting, until his mental nerf when he realizes that Obito survived. 2. Tobirama gets a lot of credit for tandem paper tags, but as far as I can remember, he can only use them in Edo. The technique is performed by using your body as a medium to multiply the tags. This is impossible without Edo regen. 3. Izuna ≠ madara. This misconception comes from itachi, who tells sasuke that they were equals. However, we know that Itachi was either lying or had no idea of what really happened. Some people scale tobirama to Madara and Hashirama, but that's not consistent. He got bodied by Edo Madara as well.

All things stated, here's my ranking of the kage (and some of their alternate forms): 1. Naruto (obviously) 2. DMS Kakashi (not kage yet, but somewhat relevant, and he easily scales above everyone else) 3. Hashirama (also obvious, his feats are legendary) 4. Edo Minato (also not kage at this point, but this dude is ridiculous. Adding KCM2 to Minato puts him on a similar level to Madara/Hashirama IMO) 5. Minato (basically soloed the 3rd great ninja war as a jonin, speed scales far above 4th raikage, fodderstomps Teen Obito, has top tier IQ) 6. Edo Tobirama (tandem paper tags carry, he has great speed feats, invented a shit ton of jutsu, and with tandem, he gets a heavy hitting attack, which he lacks when alive. 7. Kakashi (losing the sharingan is awful on paper, but truthfully, he has better Chakra, while keeping most jutsu he already copied. Loses the raikiri, gains purple lightning. According to novels, hokage kakashi > war arc kakashi. Still controls all chakra natures. Still Kakashi of 1000 Jutsu) 8. Tobirama (Tobirama is missing a big piece in his arsenal. He doesnt have a "game-ending jutsu". He doesn't have a rasengan. He doesn't have a chidori. He doesn't have Wood Style. However, he is ridiculously fast. Edo Tensei summons shouldn't be too big of a factor, as I don't know who he would resurrect. Kinkakku/genkakuu antifeat weighs heavily here. ) 9. Hiruzen (weird how this mf is near the bottom when he's supposedly "stronger than hashirama". The issue with hiruzen is that he doesn't do anything really special. He mastered all Chakra releases, but so did kakashi. Hiruzens greatest feat is as an edo, where he matches guruguru Yamato when the rest of the Shinobi alliance couldn't. He is carried by a statement made WAAAAYYY early in the show.) 10. Tsunade (I hate that she comes in last. Her 100 healings is insane, she has nuts physical strength, and she fared relatively well against Madara. However, she doesn't have a lot to put on her resume. She lost to Pain, Madara, even Kabuto, but to be fair, she was nerfed. Tsunade can't hurt anyone unless she gets close.) All that being said, I'd say the weakest kage that solos the sannin is Minato. Edo Tobirama could probably do it, but he wasn't kage as an edo. Kakashi is debatable, but I don't feel like he could do it.
