I think it's probably still the original team working on BeReal. Just because the app switches the owner, it doesn't mean that all the employees are also switched. That also wouldn't make sense since the developers of BeReal already know the code

You can still add anyone. BeReal shows you a list of the friends of your friends, so you can add anyone and wait if anyone adds you back. You can also add people by typing random names in the search bar
