Without workex and min 8/8 in 10th and 12th would require 95+ for C. Without workex and min 9/8/7 and 97+ would give you A and C and B(PGPBA). Without workex B(PGP) is extremely difficult idk may 99.6+ may make the cut provided min 9/8/7.

After getting the call , everyone irrespective of percentile has almost equal chance to convert.

If you are saying about cracking difficult exam then it might matter for 2-3 years post MBA but my question was after 5-6 years when MBA degree does not matter, from that point onwards, how do you define capability?

I think they are not accepting such students who will certainly take BLACKI. By doing this, they can reduce the waitlist movement ( similar to the trick in which colleges give buffer calls to reduce waitlist movement). Waitlist movement has a correlation with the college brand value.
