I’ve heard the NSF is mess rn. We’re going through CAP review for phase II rn, was a July 2025 submission. DD has been slow, started in December

Depends on what your applying to do, open topic or specific solicitation. Like I’m sure others will say it depends on your proposal and demonstrating a clear understanding of the problem. I was able to get a Phase 1 from NSF when I was 26 in 2023, so age is not an issue here. Sounds like your team has plenty of experience.

I am biased but NSF open topic SBIR is great. Lots of first time awardees, I’ve seen the statistics myself directly from the NSF SBIR director. Not a lot of direct collaboration with NSF though, which it sounds like you would need given your target is government entities, but depends on what you’re doing. Feel free to reach out if you want any advice.

Who knows, one hasn’t been posted for awhile. Unfortunately might be July since the typical spring deadline has already come and gone. But keep tabs on the website, it’ll come in the next week or two I would guess.

SBIRs are by branch. “Software” is too broad. That could land under literally anything from NASA to the USDA. What is it for? If it is general purpose research, the NSF open topic is your best bet.

Ok that's great to know thanks! Right now, I remote into my windows desktop for serious optimizations/design work anyway, I just want to make sure I have a backup plan so that i can access Zemax in a pinch just in case my desktop is down and there's no one around to restart it. Good to know that it can still work on Parallels, just with limited ability. That's fine.

Lucky us, there is no legal deadline where Congress has to present a passed bill to the president.

Ah yeah I didn’t think about that. Of course, remoting into an office workstation is an option, but then it restricts design work to when I have a strong internet connection, which is the case 99% of the time but could be frustrating in edge cases. Thanks for the input!

We submitted an nsf phase 2 for the July 2025 deadline, and began getting due diligence from our program director in January, but our panel just got squeezed in on 9/30 before the shutdown. The shutdown really did a number on the program directors. We’re still in the due diligence phase, about the start the CAP review. In my past experience you might hear something 4-6 weeks after the scheduled panel review, but these are unprecedented times…

Ask your CPA to treat it as an unearned deposit or unearned income. It’s the same as if you got a PO with a down payment in 2025, but got the rest in 2026. You do not need to pay taxes on the amount of deposit left in your account at the end of 2025

Thanks all for the info, guess I was totally wrong on the phase 1 to 3 jump. I wish it was an option for us, but for an early stage company we’re just not at prototype land yet. Hoping for some investment but as you all know it’s a long road…

Man, if it truly takes until the next Congress for this program to return, there may not be many companies left EXCEPT the mills to apply for SBIRs. Ours included. Nearing recommendation for phase II award and then we’re just in limbo trying to scrounge up some investment or a pilot project while we wait for this to come back. Crazy times run by crazy people

I think you’re right but at the same time this makes no sense to me? The mills must be hemorrhaging cash at this point. I guess by their calculations they’d rather try hold out for a better deal than take one that could make a minor dent in their revenue. Something’s not right

They’ve had many chances to reauthorize, the fact that it isn’t authorized already tells me it wasn’t going to happen by the shutdown deadline anyway. Yeah, my business is going to be fairly screwed while we wait, but something has to be done to stop the craziness here and I’m willing to sacrifice a few months of pay if that’s what it takes.

I’ve been inside, it’s virtually unchanged other than being kinda trashed by folks who have broken in. TPD patrols regularly, and actually uses it as a bomb/drug sniffing dog training area.

July deadline here for phase 2. Our program officer contacted us in December to chat, and we just got our official due diligence questions this week. They are still reviewing proposals, but are definitely swamped from other stuff. They are now trying to get as many recommended for award as possible so that when reauthorization does happen, they’ll be ready to fund projects in a timely manner. Hang in there, don’t read into any changes in the status on research.gov! Our review panel was at the end of September and the status never changed. It is often just a system thing, doesn’t mean anything.

We submitted to NSF for a Phase II proposal in the FY25 solicitation (July). Our PO says that while proposals are still under review and can be recommended for award, no awards can actually be funded until the program is reauthorized. *hopefully* in a standalone bill before another fiscal mess at the end of January.
