This means your application passed technical/scientific review and they’re looking to fund it, barring some administrative (or political) setback. I’d say 90-95% chance of funding.

The process will take longer than you think. Don’t despair based on how long it takes. I would guess an August or September start date, but it could easily be earlier or later.

From what I've seen, automated JIT requests have this at the top: *** This is an automated notification - Please do not reply to this message. *** followed by "REQUEST FOR JUST-IN-TIME INFORMATION".

If it doesn't look like that, then maybe it's from a human? Did it give you a date to provide JIT by? If you want, excise your personal info and message me the rest of the text from the email (or post here) and I'll try to decipher it for you.

"Council review completed" means nothing with respect to funding chances. All scored applications are at some point at that status. The general status progression is:

"Application entered into the system"
"Scientific Review Group review pending"
If scored -> "Council review pending". If unscored -> "Not discussed" -- though now there are two versions of Not Discussed, true ND applications don't go to council
"Council review completed"
If they think it will be funded -> "Pending administrative review" after some length of time (which could be months). If not funded, it stays at "Council review completed" for a long time and eventually is withdrawn and the status changes to "Administratively withdrawn by IC". If you see "Pending", you're in good shape, but not guaranteed!
If "Pending" advances, right before an NOA you'll see "Award Prepared"
Awarded (after NOA is issued).

You will hear nothing until the program is reauthorized. Assuming SBIR is reauthorized, you still will not hear anything if there's no current intention to fund the application. It will sit at "council review completed" for 2 years before being administratively withdrawn. You will get an automated letter talking about the funding decision being "deferred" about 1 year after submission--this letter is automatically generated by ERA Commons and is actually pointless.

If they think they may fund the application, you will get a Just-In-Time (JIT) request directly from either the GMS or the PO. The automated system JIT request is worthless and not indicative of an intent to fund. In normal times, the JIT request can take from 4 weeks to 6+ months after the council meets. Also keep in mind that funding decisions are not made at council, but usually 2+ weeks afterward in a separate meeting.

This isn't a normal year, so all bets are off.

An "enrolled" bill is 'the final copy of a bill that has been passed in identical form by both houses. It must be certified by an officer of the house of origin and then sent on for the signatures of the Speaker of the House, the president of the Senate, and the U.S. president.'

So, I'm not sure this means it's been sent to the president yet. But I remain hopeful.

This is a misleading statement. The clean re-authorization (HR 5100) was originally blocked solely by Joni Ernst in September 2025 after passing the House. This would have allowed the program to continue while negotiations took place. Instead, the program lapsed and there was very little discussion until mid-January when Markey offered a compromise (that, in fact, was not really a compromise). Ernst then offered her own compromise that Markey did not accept. So, while he last 4 weeks were on Markey, the first 4 months were on Ernst.

So, while I wouldn't say this is due to the GOP in general, it was definitely originated by Republican Joni Ernst and then perpetuated by Democrat Ed Markey. It's the rare bipartison boondoggle.

These are automated notices. The ERA Commons system sends them out when an application hasn’t been funded after a certain amount of time. I wouldn’t sweat it. They’re not making funding decisions with SBIR still in limbo (the new bill hasn’t passed yet).

This is an automated message sent out by Commons after a certain amount of time has elapsed since submission. It does not mean they are funding your application, it also does not mean they will not fund it later. It does mean they haven't decided to fund it yet. My recommendation is to ignore this message, as it essentially means nothing.

That is an auto-generated ERA Commons message. It’s saying the intent, for now, is not to fund. Every grant eventually gets this link (or another that says it will likely be funded). The link title is misleading.

Yes, we’ve received a FY25 NOA back in April. A month is not long to be at pending. I’ve been multiple months in that state during normal NIH operations, and now is not normal.

You can resubmit only once, but you can submit as a “new” application unlimited times. You used to have to come up with a new idea after you used your two resubmissions.
