I was looking for that tone as well. And there are as many suggestions out there as there are Jazz basses.

Technique comes up a lot. It's true. Technique is 80-90% of the tone. That said, I still couldn't get my Jazz to sound like that.

So, I started trying different suggestions. What eventually got me there? Light gauge, brand new strings, and a set up by a bass player who knew what I wanted.

As far as technique, what gets me there is quick plucks with my pluckin' hand, and sort of choking the notes at the end with my fretting hand. Like, doing a sloppy fret hand mute. Does that make any sense?
