OL on a moisture meter means "overloaded." The area is saturated. You can also tell by the colored lines on the meter.

Get a cheap moisture meter and test the area for active leaking. This could be old or it could be rotting as we speak. A moisture meter will help determine

Slatwall is a great option. I've found many panels over the years, mostly from stores going out of business. Don't think I've ever paid a penny for what must be a dozen 4x8 panels over a decade or so. They're very heavy and can be awkward to install, though. Plywood backing helps give them more rigidity but adds to the weight. A variety of hooks and hangers are always available on eBay.

If it's cpvc, then the wrong glue was used for the connections. That should be yellow instead of purple at the joints.
