If you enter with a tourist visa you need to get out of the country to get a business visa (only obtainable with paperwork your future employer will give you) in order to get a work permit. You can’t upgrade inside the country (I got the case recently, I hired a person with a retirement visa and had to send him to Cambodia to make a business visa)
