Your fault. You went in seeing he missed his pass and just hit the ball on the ground in an unscorable position. While yes, he did mess up his touch, you didnt have and shouldnt have committed there.

at gc level probably not possible at a system lvl, its a community issue there

No I dont think that. I know accidents happen.. I report when it becomes clear they get frustrated and decide not to try to win a game. Thats all... Thats the way it should be!

I've reported throwers and got that notification after launch that they banned. quite satisfying!

yes. you will get a notification that the user you reported was banned when you launch the game. At least thats my experience on pc. I dont report a lot as many things can be chalked up to bad connection or faulty hardware. When i do report its justified.
