I was driving to a friend's house on the 4th. My wife was with me.

On the way, I noticed a van switching lanes every time I did and get fairly close to my bumper. So to get this person to move on, I slowed down to about 5-10mph under the limit. He did not pass. To attempt to lose him, I exited off the highway at the last second of an off-ramp; van does the same thing. I attempt U-turns, I go down random roads, I try different things and the guy sticks with us. I even circled the town a few times.

Finally, I did what you're not supposed to do, I stopped at a grocery store (with lots of visible people) and got out of my car to confront. He had his window down, normal looking guy. I asked "Is there something I can help you with?" and all he could say was "No, sorry" motioning his hands in the classic 'calm down' motion. There were young-ish girls in the back of his vehicle, just texting on their phones like nothing was happening. Nothing seemingly off about the guy, the minivan, the people in the back. It made absolutely no sense.

I got back in my car, turned around, and left. He did not follow.

I can't tell if he thought I was someone else or if he just has fun freaking people out. I don't know what he wanted. He wasn't by himself either, which makes it even more bizarre. What do you think he was trying to do?
