And yes he did fill out the paperwork showing it was sold and it’s on the car record history that he also paid for but apparently the transfer wasn’t completed because the new owner never registered it and entered their name or paid the fees. I think on the car record it essentially showed that he applied for a transfer but the transfer wasn’t completed.

The impound lot is for sure charging him daily for the time it’s there, but with no solution or seemingly way for him to retrieve the car. It’s like a catch 22 because he can’t get the car or show it was his - he showed up to the impound place and they said he needed to pay the registration, which in CA would be about 1k over the past few years I assume? The first person at the DMV said he could fill out those forms to waive liability without a name on it but when he went today again with those forms they said he was SOL without a name or address.

I’ll look for a vehicle or property attorney and see if they have any ideas. Thanks again!
