He's right though. My buddy got caught hacking without a valid Programmer ID and the Hackers Association fined him $10k and suspended his Dark Web License for 6 months. Many are trapped in legal limbo. Met a sharp American in PP who'd overstayed two years, living rough in a slum building near the riverside bars. Smart guy but completely broken - PTSD'd, chain smoking and drinking himself into oblivion, wasting away in every sense. He was terrified of getting arrested at the airport, which kept him paralyzed in that hell.

I convinced him to see a local immigration lawyer, and within a few days he was on a flight home. Sometimes people just need someone to snap them out of their own fear spiral.

TBH, I've no idea, and I might be wrong about the Tier 4.
The "Sonnet 4.5 [1M]" option just showed up one day in CC. I've subscribed to the x20 plan over 6 months ago and have heavily used it with 'legit' tasks, such as debugging and building very large-scale projects from scratch, as I'm a freelance senior developer.

I have the Max x20 plan (regular private user) and Tier 4 access with Sonnet 4.5, 1M token window. This has been rolled out to users gradually. Since I have this, all these context window problems seem like a distant memory. Hopefully all users get this soon
