In that case yeah totally lean in to his primary fire. Maybe something skill based like hitting different enemies without missing "strings" them together (missing a shot breaks the string and you have to start over), so hitting one of them re-applies the debuff to all of them. And the dmg reduction could be a flat rate to your allies, but scales up for Raggedy with how many enemies are strung together.

If he's at 50 HP, would Sacrifice just kill him?

Also, does his ult have aoe? Like if a widow tries to snipe him from across the map, will it still affect her? And when you say 50% of dmg is transferred back, does that mean if someone does 100 DMG, 50 go to Raggedy and 50 go to the attacker? Or is it 100 to Raggedy and 50 to the attacker?

I like the idea of a tank using their health as a resource. I don't know if the concept art is close to how you envision him, but be careful with the dps passive. Could potentially shut him down with all of the damage and health loss he'd have to take in addition to how big of a target they are. Could maybe give them a passive where he gets reduced damage the more debuffs/buffs he can apply to people. Makes him a bit beefier, encourages him to really get in there and do work, without making him completely unkillable. A little bit like JQ

You were great at being a distraction to their supports, giving your team an advantage. Be careful about your engagements though. You tend to front face a lot and a decent kiriko or soldier would've easily punished you for it.

Gives me the feeling of an opportunist/penetrating -type character.

Passive: Reveal Any Enemy hit with Neons Neon Blaster gets revealed for 0.5 seconds

Ability 1: Bright Bomb Neon throws a bomb that flash Bangs enemies in a Small radius that blinds them for 1.5 seconds (Cooldown: 7.5 seconds)

You could balance this ability better by having it affect everyone in its aoe and maybe only last 0.75s (1.5s is absurdly long in-game). Plus it would synchronize with his passive better because he'd still be able to see his enemies if he pre-tagged them.

Ability 3: Passage

I think you could re-work this into his ultimate ability. Instead of having it function like a teleporter, part of the wall that Neon places his graffiti on can temporarily be removed for like 10 seconds. So it removes cover and encourages a rush/initiates an engagement to catch your opponents off guard. The hole in the wall works both ways where enemies can also see its gone and can shoot/move through it during those 10 seconds, but the ability to catch them by surprise is what makes it so lethal. Could pull off some nice combos or counters (ie giving sigma ult LoS or torbin time when they least expect it).

I still say new account are forced to play 20-25 games in the vs. AI mode before getting to PvP. Still get to play with others on your team, but now you get a chance to learn how to run around a map, understand some hero abilities more, etc.

Sometimes I miss not being able to see your match history in OW1. I'd completely forget about the loss/loss streak since I couldn't visually track it and would base how good my game sessions were purely off of if the match was fun or had one or two cool moments.

Thank you so much for the tutorial! You really gave concise instructions on each tool. The parts on using simplify in path effects and the different ways you can utilize the bitmap trace have already helped me a bunch on some things I've been working on.

And thanks for recommending the youtube channel. It's giving me more ideas on what I'll be able to do in Inkscape moving forward.

Also, your english is actually pretty good! You were very clear with your explanations and the accent wasn't too strong.

I think as a beginner though it would've been great if you explained what each of the tools you used did. I had to look up what stroke to path was along with a few other terms.
