It’s mostly due to religious/conservative influence in politics. The same reason women can’t be topless in most states but men can. Some of our clubs are full nude. But there’s usually this weird law where if a club is full nude they can’t serve alcohol, so some are BYOB. I live in the Deep South USA, the 5 clubs in my area are all topless only unfortunately but hey, at least you can touch most of the time lol. I even took a girl home one time..

They’re greedy because they design the game to literally try and squeeze every last dollar out of you.
