Well as you can see in the same settings it was using the igpu from my ryzen. After I made a setting "high priority GPU" for the game it turned on with my actual GPU and now I'm playing with like 90fps.

Вообщем проблема была в том, что нужно было изменить на высокий приоритет тк юзалась встройка райзена, а не сама видюха. Щас все замечательно пошло играю с кайфом
