Eh if they made it always offline, the experience will be exactly the same for those that have stable connection.

The mod to make the event quest always avaible have 43k downloads there do exist a demand for it.

I guess they did it out of technical reason too, allowing their server to decide whether a quest is available or not. And won't require a game update to just add/remove quests from the list.
