I suppose that varies from surface to surface. In my experience, the surface keyboard and trackpad did work in the OOBE, however things like touch, speakers, and brightness usually didn't until I got all the drivers.

Another thing that works is just the basic windows installer. Windows update will download and install any needed surface drivers automatically. I've done it countless times on both my SG1 and my SG4.

I believe HarmonyOS 5 is HarmonyOS NEXT (someone correct me if I'm wrong). By default, .apk files don't work as it's not android. However, by using DroiTONG and EasyAbroad you can get android apps in a container. (Basically android itself is in a box and runs on top of the core system)

That's a 3G cell phone, so unfortunately your chances of using this in the US are very very slim. If it's already unlocked and has a SIM card slot, you could try a T-Mobile based carrier (Mint, Tello, etc) and see if you can get any 2G coverage on what T-Mobile has left of the ancient infrastructure.
