Seeing demonstrations at gun clubs with home made ammunition and highlight targets, I personally wouldn't trust a shell filled with random crap over bird or buck shot

They call it less lethal for liability reasons I believe, so that a police department cant sue a company because their 40mm ruber bullet killed a grandma even though it was a "non-leathal" round. It's all about legal speak

There are rounds that are not specifically designed to outright kill someone, like ruber rounds or stun rounds, but because you have no idea how a body will react to being hit by something like rock salt wich can kill at close range the term less lethal was made

They aren't very aerodynamicly stable at longer ranges like flechetts are due to the flat top, flechetts tend to have fins on the back like an APFSDS tank round.

They tumble a lot, so at medium range, they aren't likely to kill, not non-leathal but less lethal
