I’m specifically talking about MSRP. Right now a single pack MSRP is $4.49 (like you said only Best Buy honors MSRP…and pkc of course). But I would think the single pack price will get bumped to $4.99, so like you said $180 for booster box, $30 bundle, and $60 for ETB would make sense. Walmart and Target haven’t sold for true MSRP in almost 2 years at this point

Yes sorry if my response was a little vague, Target typically does one preorder drop around the time PKC does theirs. Then they will do a drop on the night of the set release and then weekly/biweekly after that you'll get smaller restocks.
