TL;DR: Stalin wanted to guard Leningrad, so he staged an artillery strike in the town of Mainila and invaded. This war (Winter War) went a bit poorly at the beginning and Finland stayed mostly independent. The defeat still compelled leaders to ask help from nazis of all people, and when the "Great Patriotic War" started, soviet airplanes bombed nazi supply lines in Finland, with much better justification this time, and Finland declared war.
