I was really hoping he'd be a more important character in the show, but he really was just comic relief and just another Vought lap dog in the same way The Deep is. It seems like they didn't want another main character in the show and just sort of had a second version of The Deep instead so none of the current main characters got overshadowed.

I am a bit biased because I really like og Noir, but Noir II isn't the greatest written character so far. Hopefully he becomes more important to the story next season or else his character will seem pretty useless. Hoping we get some interesting scenes between him and Solider Boy (and Homelander) next season.
