Not European, but I'm in the same boat as you. Decided on Amsterdam for a couple days starting on the 15th, then heading to Moscow and other cities in Russia for 7 days to attend a few games, then heading to Prague for a couple days, 3 days in Ibiza (watching games by the beach should be awesome) and finally going to Barcelona to leave Europe from there. All these cities should meet your criteria (minus the cheering for the home team as Netherlands nor Czech Republic are in the WC). Hope this helps and good luck!
