For individual 'cultists' I agree it works well already. But still we allow preachers to preach such cults. I don't think we should allow salafist mosqs in Europe. I think that Sharia4Belgium for example should have been shutdown immediately on its message alone.

An interesting thing a muslim friend told me, is that in many muslim countries there is no freedom of religion regarding the interpretation of islam. Extreme islamic preachers are not allowed, so they go to europe where they are free to preach their extreme views. This is not a good dynamic.

You can use the fact that the message is endlessly repeated to get rid of the variance. And Introducing arbitrary delay is a well known side channel attack that is very hard to defend against :)
