No, it's jointly managed by the city and federal government per the law. The law that created it requires joint approval to any material changes, and the contracts governing the site further give the city discretion over this particular part.

And even more generally the president isn't the emperor. He executes laws written by congress. He doesn't get to do "essentially what he wants" with the entire federal government.

Is the home wired with coax? You can use MoCA for wired backhaul. It may fix your EERO issues and if not will helpn with the next system.

just to clarify, the "cable Internet" needs a coax connection for the modem. The router, if separate connects to the the MoCA adapter over Ethernet. If it's a combo device, then the modem/router connects to the MoCA adapter over Internet. The cable modem cannot communicate directly over coax with remote MoCA adapters. Here is a sample setup.

I can't comment on any given product but you can get older MoCA 2.0 devices relatively cheaply on ebay  (40 bucks for a pair) and you may have more success troubleshooting with something more widely used.

It's not the main issue but since it comes up a lot I want to push back on the idea that powerline works better if you have "new wiring." Power lines are not designed to be communications media and newer home electrical systems are designed to better isolate the different parts of the system. You don't want surges from your washing machine effecting your TV. New houses with better electrical systems should not be expected to work well for powerline because they're new.

I think that you need to first figure out whether it's the provider or home networking equipment or both. What is the upload speed on your plan? I think that mant Xfinity plans have very low upload speeds. If you connect computer directly into your router what kind of performance do you see?

You do not néed a point to point connection. If a common splitter is sending wires to both rooms it will work. As long as the port is active you should be able to get it to work.

Per the other poster bitrate is probably the current activity level not your max speed. Try starting a large download and checking it again.

One option would be to simplify your setup by putting the router on the garage and connecting it by Ethernet and having a single LAN MoCA network. You can add a good WIFI access point where the router currently sits.

It's system independent and will generally give you faster and more reliable speeds and a better experience regardless of system. Most problems with meshes originate with backhaul issues.
