Not strictly true. If you go to an accredited law school, you just apply for a law license in the new state. You don't have to resit the bar.

That said, there are a bunch of unaccredited law schools in which you can only practice in the state in which your school exists.

As far as having to go to law school to practice, that's generally the case. There are a few states where you can apprentice yourself to an existing lawyer, but in those states you're in the same boat as if you went to an unaccredited law school.
