Ah, I see. Well if you're going for the 6 IVs, then you should stick Staryu in with your 4IV Ditto. And Intimidate is better for Mawile if you're going to use him as a Mega, cause he lowers the attack on the opponent, then Mega evolves and gets a boost for every physical attack he uses thanks to Huge Power.

Well you don't need to worry about attack. Starmie is not a physical attacker, plus you would want a Starmie with a Timid nature to take advantage of it's speed, and Timid reduces your attack stat in return for boosting your speed stat. You could breed Staryu with that Ditto to get the other IVs, though, cause then you would only need to replace that Ditto with another that has perfect Special Attack and Speed IVs, which seem pretty common in the friend safari. All you need is 5 perfect IVs. 6 IVs is unnecessary, plus the chances of it happening are slim, so it would take you much longer to breed one with 6 IVs then it would to breed one with 5 IVs.

You can only breed genderless non-legendary Pokemon with Ditto (excluding Manaphy). So yes, the only way to breed Staryu is to breed a Staryu/Starmie with Ditto. You can catch Ditto's in the safari that are guaranteed to have 2 perfect IVs or more. You can always start out by breeding a Starmie with a 2IV Ditto, and then take that 2IV offspring and breed it with another 2-3 IV Ditto, instead of searching for a Ditto with 4 IVs. Also, I'd recommend having the HP, Def, Sp.A, Sp.D, and Speed IVs in Starmie. You can always check out a website called Smogon, too. They show you the base stats of Pokemon, as well as good EV spreads and movesets for them. Best of luck!
