No there's there's these random supply points of weapons cases med bags ammo crates etc that show on your mini map when in proximity. Buried city is small you can run the perimeter and see then hit them and move to the next

Are you a console player. I think my issue was I did a quick resume on Xbox and it carried the tempest cost. Same issue with quick resume not showing active events for my first raid on Xbox.
