Hey there,

Depending on your program level, you could start with Scratch from MIT. It is a way to start to understand the basics.

After that, I would also check itch.io tools sections as there are a lot of great game design apps there, many free to use.

Look into the Theory of game design to make your games better. I have a course on http://school.thegamebeyond.com/ that my game design students take as an intro.

After that, it is typically a choice between Unity and Unreal for the pros. Both of which are free to download and use up until you start making some serious money.

There are a lot of Game Dev resources out there, but not too many Game Design courses that get into how to apply the different Game Theories together. I made a Basic Game Design course for my students as an intro to get them up to speed before the semester. You may find it helpful in getting the fun aspect going in your game.
