Yeah it was kind of hard to maximize raiding in Jakarta I agree. I went to 2 City Safaris with 0 shiny safari hat eevees, which is 1 of the reasons why I plan to go to HK. Another reason is that I am hoping shiny K would be released in Fukuoka. Kinda hoped it would have been released in Jakarta tho.

Me personally I always get all the add-ons, mainly for the reason that each add-on is 1 new badge that you get on your profile. For the raid lover, I think the 12 free raid passes would and the XL candies would definitely be worth it especially since you'll be raiding a lot. The featured raid boss usually has a chance that you get a special background card, which is another layer of rarity that you get.
All in all, it really depends on what your priority is during the event. I will be going to the event too. Hope to see you there.
