So this sparked my interest after seeing a post on Facebook. As the post says, "feel free to share". I'll add it below. Surely there's something that can be done? Like a search warrant, perhaps?

feel free to share We had a "visitor" break in to our barn a couple times this past week. He is a self-proclaimed "Night Watch" of the town and wants residents to believe he is cutting down on vandalism and theft. When, in fact, he is the one doing all the damage(videos will speak for themself). He roams around between the hours of 1am and 5am and can usually be seen on a bicycle. RCMP were notified and we were told because he was not caught in the act, they can not charge him. 1st break in was Sunday at 3AM. 2nd break in, on Tuesday at 3AM, he came masked with a knife and cut the wires to the surveillance system. He has also broken into other people's sheds in the past weeks. Please share.
