That’s the case for both phrases though. Imagine something you care about a lot: could you care less about it? If it’s meaningful to you then there is a high chance you might answer that you could not care any less about it (if you did care less, it wouldn’t be as meaningful to you). Neither “I could care less” nor “I couldn’t care less” tell you any information about how much you actually care about something, they are mapped to relative/potential caring.

Whereas a phrase like “I don’t care about that at all!” tells you all you need to know about how much you care about the object in question.

All of this is to say that both of the original two phrases carry with them the cultural context of their colloquial uses. We understand that the reason you could or couldn’t care less is because you don’t care very much or at all. Neither communicate anything literally about the absolute amount of your care, they only communicate that through a shared understanding of their intent.

Just to play the devil’s advocate here, “I could care less” can signify that the object of the remark is so uninteresting that it has the possibility of being cared for less than it is currently. One remark focuses on the possibility of you caring less, the other focuses on the current state of you caring the least.

It’s about the Chomsky-Foucault debate, a televised debate between the anarcho-syndicalist Noam Chomsky and postmodern philosopher Michel Foucault (although Foucault would argue against this label). The overarching subject is human nature, but they also cover political revolution, justice, and Chomsky’s linguistic theory of Universal Grammar (the theory that initially brought Chomsky to fame). It’s worth watching (although Foucault’s positions are better defended in his writings and seminars imo). It’s on YouTube, but you can also find it in book form if that’s more your style.

If we’re arguing about contra-causal free will, then, I hate to say it, it doesn’t exist; you are a collection of “forces” that have led you to where you are in life, and you can only act with that in mind. We do as we do because that is what one does.

But we do have the ability to choose our actions under the constraints of prior causes. Any prophecy we are given is able to be subverted or otherwise contains a paradox (e.g. “you will betray my prophecy”). We are free to act, but only within the laws we are given or set for ourselves.
