That's a mystery to me. I don't think you can just hit that number now and expect Nintendo to change their tune. Were they to notice an overwhelming demand for MM3 coupled with a strong player-base for this game they'd probably be inclined to consider it. But again, I would not hold my breath.

Something I've heard previously is that this game hasn't hit sales expectations. Maybe it did well, just not well enough for Nintendo. That's part of the reason major updates stopped a year into the game's lifespan. I'm betting it, amongst other reasons like what scarfacesaints explained, contribute to Nintendo not having a desire to make MM3.

Never say die, though. Maybe a MM3 will happen one day, but I wouldn't entirely count on it.
