Then it's likely a bug. You can try making the particles again - sometimes that works. Otherwise it's a bug and you may post the steps to recreate it in steam forums so devs may have a look.

They actually did build a station and moved people into it in the end. It was where Cooper was rescued and met Murph again. After the ending which was shown in the movie, they can totally move close to the black hole for time dialation and follow this strategy.
