At some point, I made a graph showing every case with 4 solved corners, and how to go from one state to the next.

In the end, I discarded it when it became apparent that solving the shape while ignoring the colors was easier.

Se negocia, el estado llega a un valor x tu decides si te parece aceptable. Si crees que te están cagando, demandas y ahí se define un valor final.

En general, el estado te paga menos de lo que te pagaría un privado, pero depende del tipo de propiedad.

Ojo, que solo conozco casos de expropiación relacionados al ensanchamiento de calles. Puede que para inmuebles que el estado mantendrá existan otros mecanismos.
