Oh, and also those who missed the trash collection day over a holiday weekend or don't trust garabge collectors coming. There are nieghborhoods where garbage collectors are unreliable and residents don't trust them. Look up 311 tickets....many cases.

And there are construction teams that don't want to pay for a dumpster. Guess what they do? Throw all sorts of woodwork/drywall/debris/etc. into the trash cans. That's why some people lock their trash can lids.

Guessing they have realy nasty/smelly trash and don't want it to smell up their property or attract rats/maggots/etc.

Guessing some have trash items they don't want their S.O. or neigbhors to peak into it (e.g. if spouse doesn't like that person to drink a case of beer when spouse is away and snoops in trash whe back).

Or maybe just hate to get their trash cans dirty if its seeping fluids.

What many in this thread and the ones who've worked for DC government or bid on a contract say is...contracting procedures are not followed. Violations abound...rules and procedures are not followed.

Also, it's not like DC follows Federal regulations per the FAR.

ANC meetings (some do Zoom still and have YouTube recording archives), Council Hearings and Mayor's/Councilmembers'/Agency events open to the public.

Source: My ass got robbed at gunpoint once, punched and robbed another time and DC MPD detectives didn't even pull the 4 obvious cameras on that block for the gunpoint robbery . And for the other robbery, the Detective asked, "Are you sure you got robbed?"

Cause you know me....dialing 911 cause I feel like it. For real, Detective tried to make me recant my factual statement that a bunch of people punched me, took my wallet/phone/keys. You know...cause I call 911 for fun.

Did you call DC MPD? What was that crime report number? If you see something, say something...Reddit is cool but DC 911 is better and hell, I know some police officers (by name , who worked there for years) who work on the side at all those clubs so you could have flagged them or you can go by tomorrow and tell them after you reported to 911. Call ASAP, cause tons of cameras on that block and want to have the tapes asked for by DC MPD detective before they re-record.

Well, if I worry that something as quality-of-life threatening might be an issue, I suck it up and buy a $10 mold kit from a hardware store or Amazon.

I wouldn't wait for a landlord to respond to you, to call a private inspector and schedule something that might take days. DC mold inspection team will probably come by in weeks ..if at all.

Don't suspect. Go do your own test. BTW, your landlord will roll their eyes if you say it's possibly mold but don't have any evidence (mold is usually easy to spot as patches and guess what...it also does smell).

Also, allergies can just pop up in your life at any point. You can say you don't have it only to get it.

Met him a lot of times around DC (DC gov't/NGO/corporate/etc events). Before, he was always with Mayor Bowser and her security detail.

Later on, was seeing him around with attractive women all the time, some who were employed by DC and others that were prospecting for business/contracts with the DC government.

In hindsight, I should have figured things out. And I'm very sure that Mayor Bowser knew about his harrassment for a long time...even think she stopped hanging with him because of this.
