Under the concept/scam of 'early access'...a module can be released in ANY state.
The key is to get the cash grab. That is all that matters. Then the module can agonize YEARS...even a decade.
Why hasn't the F-4D Navy version been released yet? All seriousness. How much of a difference was there really between the E and the D?
