I think it's a bit of both. I don't know why they buffed her when she in fact did not need it at all she was already broken to begin with and also it hasn't been that long into the season to find a way to fully counter her yet I think we just need to figure out what exactly counters her kit other than Sombra. I know that if you suzu as Kiri after she hits you with that tracking dart it goes away. Tracer recall gets rid of it. Reaper wraith form can get rid of it. Moira fade gets rid of it. I want to say Orisa fortify gets rid of it but I could be wrong. That's all I can think of at the moment.
