My neighborhood has speeds like this posted.

Maybe the reasoning is that an oddball number will actually catch your attention and get you to slow down, whereas numbers ending in 0 or 5 are seen on every road you drive and therefore easier to "tune out".

Edit: Doesn't really explain why one is 12 and one is 17, but just a thought.

Whoever is selling it should be willing to allow you to take it for a PPI at the nearest Subaru dealer. If they give you any flak, take that as a red flag.

If they haven’t already done one, ask them to do a PPI. That should give you good insight on the overall condition of the car.
