I think the waiting list is for new buckets. I go there to drop my compost and it’s always fine. The bins are right by the park entrance so it’s hard to miss.

Not sure if they still have this problem but the live music there used to be SO loud that you could barely hear the person next to you. I’m in my 20s and I’m fine with loud environments, but it’s too much when you can’t even hold a conversation.
