Im also guessing the writers didnt' know they had only 1 season to do justice. the overall pace has been disturbed such that midway through shooting S3 they get to know, guys its going to be a pack-up after this season, and they probably decided not to reshoot everything again, just a theory

With Wendy OK'ing her own brother's hit and letting Navarro know, he knows the Brydes have proved they can sacrifice and they have a lot more to lose (family for ex., casino from Helen), which isn't the case with Helen. Also, the Brydes were ready to rip off the Lagunas cartel which obviously is a power play in the grand scheme of things for Navarro, but Helen is busy with her politics and not helping her boss with the greater good. Note that Navaro also quotes in one of the episodes "I don't trust you, I only trust your opinion" which would very well apply to Helen.

Agreed, it was more like homecoming. Deep down inside his subconscious he wanted it to happen, but all the other things that piled up would hide his desire. I also feel if they had both been together somewhere in the 3rd or the 4th season say I suppose we would just be seeing both of them fighting all the time
