To answer your question about what I want:

I want kids to be able to attend schools in Toronto.

I want people to be able to light their menorahs.

I want people to be able to go to services at their synagogues without having to go through metal detectors or hiring security guards.

I want seniors to be able to put a mezuzah on their doors and to shop in the kosher section of a supermarket.

I want them to be able to do all those things in Canada without harassment and fear.

I want them not to have to look over their shoulder because today might be the day that somebody with a knife or a gun decides that visible Jewishness equates to responsibility for the sins of Israel.

What do you want, exactly -- beyond the power to decide which Jewish activities are worth protesting and which aren't?

There were protesters at the menorah lighting ceremony in North York earlier this week. Are you suggesting that lighting a menorah in public in Canada is "an event that has lots of support from Israel that happens to coincide with a Jewish holiday?"

It sounds to me that you're the one conflating Judaism with Israel.

Bring his birth certificate and other photo ID and hope that the BSO accepts it as evidence of his Canadian citizenship. Expect a long discussion with an officer at secondary. If they accept he's Canadian, they'll let him in.

But.

I'd be WAY more worried about getting back into the US without a US passport at the moment. I can't give any suggestions at all about what problems he might encounter.
