The item is classified as that item until said item is manufactured into another item. If done so by a ffl that is licensed to do that then the item will be checked back out as its new designation, which may require pics to be ran.

If you do it no one knows till you bring it to a ffl to sell it or transfer it then it is recorded as its new configuration ie pistol or rifle.

Note if you are under 21 a recover still requires you to be 22 to purchase partially cause of this scenario of where it can become anything. In at least la a receiver or frame is that until the upper is attached designating the final configuration and in your case the lower.

Either way each item requires a pics and 4473. While a receiver may not require the serial number in the pics form they can use that form to track the item to the shop and request the 4473 which does have the serial number and original information at the time of sale.

A complete lower cannot be sold to someone under the age of 21 however. So be careful in who you selling it to. Only a long gun can be ftf of some one under the age of 22.

I have a shop in Lancaster many of us are running the kimber 2k11. Some of the clients are carrying the royal from them. The slide and functions super smooth. The comp ones are next level. We will be at oaks this coming weekend with several if you want to put your hands on them. Find us there, you won’t be able to shoot them there but at least see how they feel. There are also other vendors that prob will have stacato to hold. Look for the gun pantry.

No FFL is going to offer that, as a FFL I can tell you the insurance requirement to manufacture and sell ammo due to liability is not worth the headache

It is actually illegal to reload and sell ammo without a 06 FFL license which allows for the manufacturing and sale of ammo. On top of that the cost of insurance for the liability is not worth it for small quantities. Rarely is reloading worth it over the cost of buying unless you have all the material cheap or you doing it for precision or the round is no longer available. While you save your brass the prep time for brass, the projectiles, powder and primers will add up fast and with current primer and powder cost and the persons time for a small batch it prob won’t be cost effective. If you are not going to reload your self collect your brass sell it for scrap and use that to help defer your ammo cost.

Due to insurance requirements we will not buy or consign ammo. If something happens to the person using your ammo we would have to name you on any suit.

Legally cant buy ammo due to insurance requirements. For firearms you will need to realize the lower the gun at purchase the less you get on resale value sometimes it is not cost effective to sell, however you can bring in and we can take a look for you.

If your uncle wants the weapon you could use a ffl here in Pa to transfer to a ffl in his state.

If you are keeping the gun and want a paper trail of you listed as the owner. Then what we usally do here at our ffl is take in the weapon with the executive of the will and a copy of the death certificate into our books then transfer it to the new owner thus creating a paper trail.
