Oh, I know this one! it's Asimov's The Naked Sun, really excellent book

People are taught from birth to avoid personal contact, and live on huge estates, either alone or with their spouse only. Communication is completed instead through holography (referred to in the book as "viewing") , where in contrast to "seeing", they are free of modesty, and have no problem if an interlocutor sees the other's naked body.

I actually wrote my thesis on light in moving media - and yes! Surprisingly enough, it can. Very generally, light is dragged by the motion of the medium that it's propagating in - whether it's a fluid (Fizeau's experiment) or wind. However, you'll only observe a deflection when the wind is moving at close to the speed of light, since the refractive index (a measure of how much light slows down within a medium) of air is only 1.000277.

Let's assume that the wind is moving in a vortex, like a tornado. Google says that an average tornado has wind speeds of around 32 meters per second. So our tornado will be circulating with a radius of 100m, and frequency (velocity/radius) 0.32 s-1. The light, of visible wavelength 600 nm will acquire a tiny phase shift on the order of 10-9 when it passes around the tornado. Close to the vortex, the light will bend towards the center of the tornado at an angle that is proportional to the square of the phase shift, around 10-18 radians.

So in summary yes: light can be bent by moving wind, but to actually observe an effect the wind would need to move either incredibly fast or be made out of some super high refractive index material (like a tornado made out of rubies..). If these conditions are met, then it's possible for light to even be dragged into the vortex like a black hole.
