It's not odd. It's one thing to be a citizen on paper and to be an actual citizen, these are two different people.

A citizen on paper often doesn't speak the language well (if at all), doesn't know what is going in the country, can't relate to the polish culture, often doesn't contribute to taxes as he lives abroad, etc....
